Based on the best practices of other countries, the LINO office was established in May 2017 and operates as a division of the Lithuanian Research Council in the informal capital of the European Union – Brussels. From the very beginning, we have been a bridge between the participants of the Lithuanian and European science and innovation ecosystems: scientists, researchers, companies, policymakers, society and other interested parties.
The LINO office is located in the same premises as the Permanent Representation of Lithuania to the European Union (LNAES) – in a house built in the second half of the 19th century at Rue Belliard 41-43. It also houses the Embassy of the Republic of Lithuania in Belgium. The LNAES building, built in 1872–1876, is one of the remaining historical buildings in the so-called “European Quarter”, now surrounded by tall, modern and glass architecture.
Operating in an environment closely linked to EU institutions and international partners, the LINO office maintains active contacts with the international science and innovation community in Brussels. We are part of the IGLO network, an informal organisation that brings together EU and other countries’ science and innovation liaison offices in Brussels. We are also part of the Science|Business Widening initiative, which brings together various European science and innovation organisations concerned with reducing the science and innovation divide between EU countries and regions.
Our vision
To be a reliable and open platform operating in Brussels that connects Lithuanian and foreign communities of scientists and innovators, advises on EU science and innovation policy issues, promotes international cooperation and facilitates the exchange of ideas and knowledge.
Our mission
We help participants in the Lithuanian science and innovation ecosystem – scientists, researchers and innovators, policymakers and other stakeholders – strengthen ties with the EU and the world through informal science and innovation diplomacy.
We work to make Lithuanian science and innovation ideas visible, valued and implemented, taking into account strategic areas of science and innovation development in Lithuania (Smart Specialization) and EU priorities.

The LINO Office is the Voice of Lithuanian Science and Innovation in Brussels. We build bridges between ideas and people to make Lithuanian science and innovation more visible in the European Union and beyond.

The LINO office is currently (since 2024) funded by the EU initiative “NextGenerationEU” – project No. 10-060-P-0001 (“LINO office activities”).
The project is implemented by the Research Council of Lithuania.
